It looked to me like a "middle finger" salute. Of course, the second time he brought his arm up into a "fisting slaute". A Nazi salute has the fingers outstretched and held tightly together to form "resemblance of sticks tied together" and with palm down. It doesn't form fist.

It is plausible to deny that was a Nazi salute.
Then again, plausible deniability does't denote innocence.

Now that I've watched it in slow-mo I see that you are right: it is not a Nazi salute.
